If you are asking about a report like a CarFax, you won't find one for a car that old. If you just want to decode the VIN, it decodes as follows:
3 = Oldsmobile Division
44 = 442 model line
87 = Holiday Coupe (2 dr hardtop)
8 = 1968 model year
1 = Oshawa, Canada assembly plant
130814 = sequential build number
That's all there is in the VIN for a 1968 car. Post a photo of the cowl tag, that will provide more info.
No, he isn't. The assembly plant code for Oshawa is the number "1", not a letter.

Should be able to get more info through a source in Canada. As I recall, Canadian cars, even back then, had to be documented before they were sold. I don't know what that Canadian source is for the information but others do on this site.
