Should I buy this 67 98 Luxury?

That translates to 245/70R14 or 255/60R14, which are about an inch larger in circumference than a 215/75R14, and turn 755 times per mile versus the 215s' 733.
That's only a 3% difference, so, though those tires will look small, they won't make the engine scream.

Is that hot or cold?
With a hot engine, that could be okay. With a cold engine, I would expect it to move more freely.
One way to test would be to remove the fan and clutch and go for a quick drive around the block - if the noise, or part of the noise, is gone, you've got a bad clutch.
Do any others have opinions on this?

That one should do it.
Originally, GM made a very wide variety of slightly different clutches to suit each configuration very well, but the aftermarket has consolidated them into a relative few.
The one you listed is the same as a Hayden 2747, but there are a few other possibilities, as well.
