Proper adjustment procedure for reverse lock out

Is there a procedure for this or just trial and error? Right now the key will come out in reverse but only if I slam the shifter into reverse, So not sure if it is a shifter adjustment or the rod for the lock out.

1971 Cutlass 4 speed M21

Thanks in advance,
