It refers to the suspension. Apparently your car is Ninety-Eight Touring Sedan, a version of the 98 that was offered from 1987 to 1993. It was more performance-oriented, and a sportier suspension, the FE3, was included in the package.
The Touring Sedan was by far the most expensive 98 offered, with a base price in 1988 of $24,470. In contrast, the 98 Sedan was $17,995 and the 98 Brougham Sedan was $19,371, so your car was more than 25% more expensive than the model below it in the line-up.
By the way, I like how you are so into this car and so anxious to get photos posted that you couldn't even wait until it wasn't raining to take pictures. Good for you!

I was considering a 1990 98 before my wagon showed up, your new 1988 model is spectacular looking. It sure looks like very little is needed to get it back up to showroom condition!

Hmmm. Interesting. Maybe the FE3 suspension package was available as a separate option, and you didn't have to buy a Touring Sedan to get it.

The reason it doesn't have the leather touring package is because it's NOT a Regency Touring Sedan. Check the interior and exterior trim. The Touring sedan has a much different look. This is your basic a 1988 Ninety Eight Regency Brougham Sedan.
FE3 Suspension could be ordered on any of the 88/98 models.
I'm sure we all realize that having a 1988 Touring Sedan Owners manual doesn't mean the car is automatically a touring sedan?

According to the 1988 Oldsmobile full-size car brochure, the FE3 package was actually available on any full-size Olds, including 88, 98, and Toronado, but not on the Custom Cruiser wagon. So you didn't have to buy the full 98 Touring Sedan model to get it.
According to the brochure, the FE3 package included a leather-wrapped steering wheel, "aluminum styled" 15-inch wheels, P215/65R15 Performance All-Season Steel-belted Radial blackwall tires, and a 2.97 transaxle ratio.
Purchasing the FE3 package also got you the "V08 Cooling Equipment" package, which is described in the brochure as a "High Capacity Cooling Sytem" which also included a high capacity "Battery System," but it doesn't way what this means. Higher cranking-amp battery? Thicker cables? It says the cooling package was recommended, not surprisingly, for trailer towing.

Nice! You just can't go wrong with black & red. I had an 87 Regency and a buddy of mine had an 88 Regency w/FE3 suspension. Night and day difference. FE3 made the car. (Of course, the next generation 3800 helped, too!) You will enjoy it!
