Steering not centered

Steering not centered

69 Cutlass. I have been trying to sort out blinker cancelling issues for a while. One side would cancel and the other wouldn't. Having read a few things I decided to jack up the front and do a wheel to wheel check. I have a problem. I have 1 1/2 turns to the right and 1 1/4 turns to the left. Rather than wasting my time probably and doing it wrong I figured I would ask which tie rod needs to be shortened (R) and which needs to be lengthened (L). That would be my guess. At that point I will need to get the steering column centered since it currently thinks it is judging by the mark on it. Will that resolve my blinker issue as well?

Do the lock to lock procedure and make sure the steering shaft and steering wheel is centered regardless of tire position. Then take the car and get a proper front end alignment.

^^^This. Center the steering box. The steering wheel should be pointed straight ahead. If not, fix that problem first. Now with the box centered, the tire that's toed out needs the tie rod shortened and the one that's toed in needs the tie rod lengthened by the same amount.
